I think he was actually holding back his powers in the past. All the time he knew who Danny was and wanted him except at the very beginning, but I think Vlad was basically playing cat and mouse with Danny Phantom. Just playing with him until he destroyed him, but then he found out who he was. After that, he held back because he didn't want to seriously hurt Danny. That would just make it harder to get him. At the point in KS when he might have went all out, he got hit with the Speeder.
So, now that he's full out pissed at Danny, he's no longer holding back which means Danny is gonna be in one heck of a pinch at some point in the future.
